In 30 seconds
To return, you declare your new residence to the Italian municipality: the municipality removes you from the AIRE (the Registry of Italians Residing Abroad) and registers you in the population register. Before leaving, you send the consulate the communication with the certificate of departure (Abmeldung). There are precise deadlines for household goods and for the vehicle. The second pillar and taxes should be checked before the move.

The steps with the municipality and the consulate
According to the Basel consulate, the consulate does not forward repatriation declarations to the municipality: the procedure must be started directly in Italy. The municipality removes you from the AIRE, registers you in the resident population register and informs the consulate.
Before departure, you send an email to the consulate, with a self-declaration, a valid Italian document and a copy of the Abmeldung. The Abmeldung is the certificate of departure issued by the Swiss municipality. Each consulate has its own instructions: check those of your district.
Customs and vehicle
According to the Basel consulate, household goods must come back within 12 months of the last declared day of residence. For the exemption from VAT and customs duty, you need to have been registered with the AIRE for at least 12 continuous months.
The vehicle must have been registered in the name of the returning person for at least 6 months. You need the registration document with apostille and the other documents listed by the consulate.
Swiss pension provision
Before returning, check the second pillar. The mandatory part cannot be paid in cash if you are subject to compulsory insurance in Italy. For payment in cash, the written consent of the spouse is needed (arts. 5 and 25f of the Vested Benefits Act).
Taxes and healthcare
After returning, you become a resident in Italy again. For people who return there may be tax benefits, but the requirements change over time. Ask a tax adviser (commercialista) before moving your residence. For registration with the National Health Service, contact the local health authority of the municipality of residence.
The concrete steps
- Choose the departure date and obtain the Abmeldung.
- Write to the consulate before leaving.
- Declare your residence to the Italian municipality.
- Organize household goods and vehicle within the deadlines.
- Decide what to do with the second pillar, with the spouse’s consent if needed.
- Have a tax adviser (commercialista) check taxes and the applicable regime.
Frequent case · A problem that happens often
A family leaves Geneva after twelve years and moves to Salerno. The husband wants to withdraw the whole second pillar before leaving. The wife has not been informed. The consulate wants the certificate of departure, the municipality asks for an address. If the sequence is wrong, benefits are lost or the request to the pension fund is blocked.
Frequent case described in general terms: names, places and details do not refer to real people or cases.
The best solution for you
Before leaving. The best path is to choose the departure date and obtain the Abmeldung. Then you write to the consulate. It is usually best to decide about the second pillar before the move, with the spouse’s consent if needed.
After returning. You declare your residence to the Italian municipality, which removes you from the AIRE and registers you in the population register. It is usually best to respect the deadlines: twelve months for household goods and six months of registration in your name for the vehicle.
If the municipality or the pension fund does not cooperate. The procedure must be started directly in Italy with the municipality. It is better to keep the Abmeldung and the documents listed by the consulate ready.
What to do right away
- Ask the Swiss municipality for the Abmeldung.
- Write to the consulate with a self-declaration, an Italian document and a copy of the certificate.
