In 30 seconds
- With a rental car, the fine usually goes to the rental company, which gives the driver’s details to the authority.
- The notice may arrive weeks or months later: always check the deadlines.
- You can pay or appeal, but the deadlines are short.
- Do not ignore the notice: the amounts can grow.
What a ZTL is
A limited traffic zone is an area where vehicles may enter only at certain times or in certain categories. Access is monitored by cameras. Entering without authorisation can lead to a penalty.
How the fine reaches you with a rental car
The fine notice is addressed to the vehicle’s owner, that is, the rental company. Under the contract, the company tells the authority who was driving, and often charges an administrative fee. The notice is then reissued to the driver, even abroad.
Notices sent abroad
For citizens of other European Union countries there is a framework for exchanging vehicle data. For other countries, notification may follow different routes.
Paying or contesting
The notice states the amounts, how to pay and the judge or authority to which an appeal can be made. A reduced amount is often available if you pay within a short period. An appeal can be filed with the prefect or the justice of the peace, within different deadlines.
When an appeal may be worth assessing
These points may matter: unclear or missing signs, an unsigned access gate, errors in the notice, service out of time. Each case must be assessed on the documents. No outcome can be promised.
Before you travel
Read the rental contract: fees for handling fines, authorisation to charge your card and the address given. Ask the company where the ZTL zones are, and check the instructions from your accommodation.
Typical case
A situation that comes up often. A family on holiday rents a car in Naples. Back home, they receive by post a notice for entering a ZTL, plus a request from the rental company for handling fees. The family does not remember seeing the sign. Before paying, they check the dates, the deadlines and the documents received.
Frequently asked questions
Must I pay even if I have gone back abroad?
A valid fine remains due. The consequences depend on the case.
Can the rental company charge me fees?
Often yes, if the contract says so. The signed text must be read.
Can I appeal from abroad?
In some cases yes, also through a lawyer in Italy.
