What you have actually received
A payment notice (cartella) is a document by which the collection body asks for a sum. It may concern taxes, contributions or penalties, such as traffic fines. Read the creditor body, the stated reason and the year concerned.
Service on people living abroad
Service on someone resident outside Italy follows special rules. The AIRE registration (register of Italians abroad), the address on file and the method used may all matter. Irregular service can be a ground of challenge, but it must be assessed on the documents.
Limitation
After a certain time a claim may no longer be enforceable. The periods differ for fines, taxes and contributions, and can be interrupted by acts of the body. Do not assume a debt is time-barred just because time has passed.
